A change at that layer has a different reach from any app launch. The system runs on billions of devices, and a change in default behaviour affects, at once, an audience larger than any individual service.

AI personalisation at system level raises a question individual apps don't face: the system sees everything happening on the device, from notifications to app usage, and it's exactly that access that makes personalisation possible.

Other products across the semester posed the identical trade-off, from in-car assistants to analytics components inside apps: the feature improves with more access, and access is hard to audit afterwards.

For app developers, a system layer change usually requires adaptation and brings the risk of new behaviour on top of code that was already stable. It's worth following before the version reaches the public.
