Intel committed €5 billion to semiconductor production in Europe, an announcement forming part of a sequence of geographic redistribution moves in the period.

The motivation combines two factors. One is capacity: production lines are short everywhere, and demand for memory and AI accelerators consumes what exists. The other is political: concentrating critical manufacturing in one region became a risk governments now name.

In the same period, a Korean fab was accelerated and India entered commercial packaging production, the final stage that appeared as a concrete bottleneck, with a billion dollars of phone silicon waiting on it.

These builds run on multi-year timelines, which means none of them eases this season's shortage.

What changes in the medium term is the risk structure: more regions able to supply and less chance a local event paralyses global supply.
