The European Union began enforcing its AI Act, putting general-purpose models under formal documentation requirements.
According to the European Commission, all providers of such models must document certain information and provide it to competent authorities or to downstream providers building on top of them. They must also maintain a copyright policy and publish a sufficiently detailed summary of the content used in training.
The training-summary requirement is the part with the most immediate effect. It converts into a legal obligation what has until now been each company's commercial decision, and it lands days after a German court ruled that training on protected repertoire requires a licence.
For anyone building a product on someone else's model, the rule creates an information channel that didn't exist: the provider now has to pass compliance data down the chain. That matters for anyone who has to answer their own customer about what the system does with data.
Open questions remain about how enforcement will work in practice, and about the reach over open-weights models, whose distribution doesn't pass through a contract between provider and user.
